The saddest thing about it is that the money they use to pay the settlement doesnt come from any of their pockets so they dont actually experience the type of losses a citizen experiences when they get ticketed, fined, impounded, suspended, revoked, or arrested because they dont pay the extortion demands placed upon them at the threat of loss of "priviledges" like driving.
