Meridian Police Video Of ‘Excessive Force’ That Led To Officer’s Firing – Everything Law and Order Blog

The Meridian Police Department on Wednesday released the dash cam video of a police officer using excessive force against a shoplifting suspect. The video shows officer Daniel Starks pushing the suspect and tasing him while the suspect was in handcuffs. Starks has been terminated for the incident. “[Starks] just said he knew he did wrong,” Meridian Police Chief Benny Dubose said Wednesday. Dubose said Starks had been with the department for about a year and had a clean record “that we know of.” Dubose said the July 16 incident began as a shoplifting report at the Walmart on Highway 19. Upon arrival, Starks attempted to arrest the suspect, who got away and fled in his van. Other officers were able to stop the van about 40 to 50 yards away. Starks pulled up moments later. Starks, who was visibly angry in the video, pushed the suspect, tased him and later tried to lift him from the ground while the suspect was incapacitated. At one point, Starks pulled his taser again but did not discharge it.

“You’ve got to understand this guy just got hit with several volts of electricity,” the chief said. “… Often times, when a person is tased, they have to have a period of recovery.” Meridian Police Capt. John Griffith said Starks used what is called a “drive stun” where the taser is placed directly on the body. “We train [officers] to never use them when a suspect is being compliant,” Griffith said. Dubose said Starks has not been charged criminally, but that could change if the shoplifting suspect decides to press charges. “It was the swift action of other officers who were there,” Dubose said about the termination, which occurred one week after the incident. “They chose to report it as soon as it happened because they were concerned.” The use of excessive force was reported to a supervisor, who passed it to police administration before getting the signature of Mayor Percy Bland, Dubose said.

    SEVERAL?? nice downplay there, chief dickhead. Tasers are THOUSANDS of volts, not "several".

  2. The suspect did everything right here! Don’t resist, even if it’s unjustified and or excessive. Cooperate so you don’t get charged with something too, live, and then sue the birds out of the policeman!

  3. No matter what that driver did earlier, He is complying here/now. Only one minute in to the video and I know that officer with the taser needs to be fired and never be a cop again. This is some Rodney King stuff here from the one cop

  4. The cameras perform 3 equally important functions:
    1) To make sure the suspects are compliant with the instruction of the law enforcement officer
    2) To make sure law enforcement officers are compliant with codes of conduct
    3) To settle disputes when #1 or #2 has to be questioned

    This officer was totally out of line and got dealt with.
    You’d have to be out of your mind to think you could behave like that and not get called on it.

  5. This the prime example as to why ALL cops are bad! You could tell the younger black cop wanted to say something but never did. Cops should face harsher punishments

  9. No matter the reason for the arrest, this is a clear abuse of a rat with plaque and the others are all complices and not one does anything to prevent aggression, all rats, shut up and allow that, very bad

  10. Notice how other officers are just standing around doing nothing while this is happening?! No such thing as good cops. They are all the same garbage. Complicit in all the murders they have done so far.

  11. This goes on way more than you'd think… There are a lot of shady police stations with blind spots for cameras, where they beat people.

  12. That's my hometown. Meridian cops be flying to simple things like minor fender-benders. Almost like it was a race. They're pretty lax when it comes to enforcing traffic laws, but the Lauderdale County Sheriffs Department are no joke (that's the charger at the front left of the van with red and blue strobes)

    The cop got off easy with being fired, I'm not completely positive if anything else happened. The report didn't cover much after that.

  13. This is what I have been talking about for years. It isn't good enough to fire the officer. The officer should of been arrested right there for assault. The other officers should of arrested him. Unfortanutely this is the problem with law enforcement. If there was no dash cam nothing would of ever happened. Until police get some balls and actually do something about their own officers then nobody will respect law enforcement. You as a officer can't say anything about any incident until you do something about your own. PERIOD! Protecting your own is what gets you hurt in the end because nobody respects you or your profession.
