What the hell was the initial ras for stopping these cars. I really hope that wasn't they're version of a impromptu roadside licence check. Licence checks must have signs setup on approach and the means of an outlet or u-turn for people to choose to enter said check or not. It's the law period. If you went through a licence check in the past. It was by choice.
