I went into LAPD Harbor division to obtain the specs on the equipment they use- specifically the ‘lighting’ devices….low and behold I am told anything other then the common standard (larger) police flashlight, is ‘personal lights, bought by those individual officers…BUT THEY STILL NEED TO BE AUTHORIZED to use in the field while working as a police officer. So in conclusion I appreciated Lt Richards calm attitude towards me, he wasn’t arguing with me, but it became clear he doesnt know the details of extra (authorized) equipment, which is fine- just point in the direction to the person that does know….I’m putting together my ‘evidence’ of the strobe lights being used on me, and will be back to harbor division asap. Strobe lights are made to disorientate and/or temporarily blind your opponent. This officer is playing stupid or just likes to dance around real issues. If we shined one of these lights at a police officer it would be considered obstruction. Any tactical flashlight on the market flashes off and on for the purpose of distraction.

A strobe light is a weapon and a defensive tool.
Against a photographer it’s used in contempt, as to blind, disorientate and irritate.
Strobe lights have also caused some citizens to have epileptic seizures.
It is a weapon, so any officer using them against a law abiding citizen is committing an assault.
They can only be used in situations that rise to an emergency or physical threats.

So LAPD can carry whatever equipment they want, and their supervisor just signs off on anything they wish to carry? The Justice Dept. need to get involved with this – that is not something any non-corrupt PD would ever endorse. We need to know what equipment officers are using. Any supervisor that signed off on any equipment without researching it, or has allowed any officer to use non-approved equipment needs to be immediately fired. This pig is nearly continuously violating his oath, and need to be fired, and removed from public service for life.
What you want to know is the Lumens not wattage. The lights are most likely LED so they will be very low wattage but could be very high lumens.
Foia requests will get you everything you need to know, you can request for specific people or officers.

Flashlights arent strobe lights they are LED there is no limmit on the lumins the brighter the better the flash mode he is referring to its used to get the attention of other officers without talking , or to mark your location with an air unit it can be used to distract the attention of criminals. Contrary to beliefs LEDs will not burn retinas of anyone i have 1 i carry!

most of the "workman" type flashlights you can buy off the shelf these days have the strobe function built in. I figured it was about safety when you had to change a tire on a dark road. If you see a car coming and need help the strobe will draw attention to you. Buuuut…..as usual these pigs have found use for it all their own.

Laura, i have several police flashlights and they both have a flashing strobe feature, the true use of this strobe feature is to disorient the person…PERIOD!! most of the Officers in my town carry these, and i use to sell tactical equipment at Gun and Knife shows, so trust me when i say, these strobe features are well known by the police that carry these newer tactical flashlights!
