Vehicle identifiers are in the 18 points, but that means those working in the capacity that allows them access to that info, can't leak that info. The public don't have that responsibility. HIPAA does not apply to GMT public.

If any of those people learned what HIPAA stands for, they might have a better understanding of how it applies to medical information. We all know Firefighters try to stop photography wherever they’re working in public view and have victims on the scene.
