Phoenix, Arizona — The Phoenix Police Department released a Critical Incident Briefing (CIB) video that includes audio, visuals and information related to an officer-involved shooting (OIS) which occurred on February 7, 2022 in the area 28th Avenue and Coronado Road. This incident occurred around 1 pm, when a witness called 911 to report a woman was bleeding badly after being stabbed multiple times by a man. The man was later identified as 30-year-old Emilio Chamizo. The first responding officer was flagged down by a witness who told the officer where he last saw Chamizo, who was armed with a knife. The officer shared the information over the radio for other responding patrol units. Two additional officers arrived on scene less than a minute later. One of the officers tried to contact Chamizo who was walking away towards an alley. The officer told Chamizo to get down on the ground, but Chamizo ignored the commands. The officer pulled forward in order to catch up to Chamizo as he was walking into the alley. As the officer stopped his patrol car, Chamizo turned around and began walking toward the officer.
Chamizo had a knife in one hand and a pair of scissors in the other. The officer ordered him to drop the knife. Chamizo responded by raising both hands. From the distance of approximately 20 feet, the officer responded by firing his duty weapon, striking Chamizo. The secondary officer was getting out of her patrol vehicle when the officer involved shooting occurred. Chamizo continued to walk towards the secondary officer until he collapsed. After the shooting, Chamizo was still holding the knife and scissors. Officers gave Chamizo commands to throw the knife away. When the officers realized Chamizo was unresponsive, they moved in to provide medical aid until the Phoenix Fire Department arrived. Chamizo was transported to a local hospital where he died from his injuries. The knife and scissors used by Chamizo was recovered on scene. The officer involved in this shooting has been with the department for six and half years and is assigned to the Maryvale/Estrella Mountain Precinct.

In reading the description concerning the reason behind shooting the perpetrator and when the LEO "actually" starts firing upon the perpetrator in the video, do not match.
If the reporting had been that there was a perceived immediate or imminent threat to someone other than the LEO who fired, because the perpetrator was dropping his arms and turning to his right away from the LEO when the firing starts, that would be a more plausible justification.
Did Chorizo live?
When the police are minutes away, seconds count. Buy a gun, get your carry permit.

If you call 911 stick to relevant information, answer the questions the 911 operator asks. Give the address when asked, give a description when asked. Sometimes by saying less you are saying most.

Wow the suspect turned to walk away and got lit up. That leo did everyone a favor taking out that dirtbag He didn't even wait for the guy to walk more than ten steps before executing him. I've seen the same type of situation where the police back up for what seems like 100 yards or more or try boxing them in etc. This officer asked nicely once and when non compliant shot 6 times. Brutal.

Heart shot and maybe 2x. If you go frame by frame as he walks up to the female cop, you will see a sudden foot long section of blood and another behind it. Then he face planted and commenced agonal breathing. He was dead on his feet for about ten steps.

The cop was not threatened in any way to merit that kind of mag dump (massive amount of bullets at once). There was a large distance between the pig and the perp. Very cowardly. But what can you expect from Maricopa County bullies in blue?
