Sacramento, California — On October 18, 2022, at 10:10 A.M., the Sacramento County Sheriff’s Office Communications Center received a call from an adult female residing in the 3900 block of 41st Street who stated her father, 55-year-old Vincent Martinez, has just assaulted his girlfriend and threatened the caller, her boyfriend, and her 3-year-old child—also his grandchild—with a shotgun after accusing her of calling 9-1-1. All three of them were able to escape the residence leaving her dad and dad’s girlfriend inside. Deputies were dispatched to the call at 10:11 A.M. While en route, a deputy contacted the reporting party via telephone to gather more information. The reporting party advised that after returning home from taking her older child to school, she was awakened by arguing between her father and his girlfriend. His girlfriend was crying loudly so she thought her dad hit her. She stated that her dad was likely intoxicated and under the influence of methamphetamines. Upon arrival, deputies staged nearby the dispatched location and requested our dispatch center conduct a criminal history search on Martinez. Deputies learned he was prohibited from carrying a firearm, he had no mental health history and there had been no calls for service at the address within the past year. Deputies contacted the Martinez’s girlfriend via telephone. She confirmed that Martinez was with her inside the residence armed with a shotgun and would not allow her to leave. Deputies could hear Martinez in the background yelling and demanding cigarettes.
The Sheriff’s Special Enforcement Detail and Critical Incident Negotiations Team were requested and arrived a short time later. They set up in front of the residence and began evacuating adjacent apartments. Deputies also contacted Martinez’s daughter who related that she was on the phone with her father and he was threatening to shoot his girlfriend. At that time, the negotiators used her phone to continue communications with Martinez. Martinez was very agitated and threatened to kill his girlfriend several times. He indicated that he would shoot his girlfriend in five minutes and then in three minutes if officers didn’t send an unidentified male into the residence. At one point, Martinez told officers that he could see them and could kill them at any time. He insisted that he planned on “shooting it out†with law enforcement. A short time later, Martinez opened the door and stepped out of his residence holding a shotgun in his right hand and guiding his girlfriend out as a shield. Due to concern for the victim’s and deputies’ safety, two deputies fired their duty weapons striking Martinez causing him to fall to the ground. Officers rescued the victim, brought her to safety and immediately rendered medical aid to Martinez. Martinez was pronounced deceased at the scene. The two deputies are a 13 and 7.5-year veterans of law enforcement and members of the Sheriff’s Special Enforcement Detail. Martinez had an extensive criminal history. No deputies or civilians sustained any injuries as a result of this incident.

These 911 "call takers" and the methodology they have of transferring people all over the place is abjectly ridiculous. Not only do they often come off as rude or disrespectful (that's not my job!) it just doesn't make sense. If someone is calling in a life threatening emergency and you need to engage someone else that should be transparent to the 911 caller, not an air quote "warm" transfer like this. Even my Internet provider treats me better than that… There is no way this is the best way to do things and I've noticed it a lot in these sorts of situations in big cities like L.A. and NYC.
