    While the law may give them the authority to tow the vehicle, it doesn't not give them the authority to confiscate your keys. They want the keys because the car is worth more when they sell it at auction.

    You can get found not guilty of whatever charges were levied against you, however you have to file a claim against the municipality to get reimbursed for towing and storage charges.
