2. At 01:48, the union rep says the governor has a "moral responsibility" to care for his employees, but that's just not true. NOWHERE in the US Constitution does it say that the Fed Govt has ANY responsibility for the welfare of citizens, not during an emergency or any other time. The same applies to governors. It is this structural deficiency of the Constitution that made FDR call for an Economic Bill Of Rights in his last State Of The Union address. It seems that the Founding Fathers thought that with all the freedoms and opportunities that came with the Bill Of Rights a citizen could take of himself. Passing Constitutional Amendments could remedy this, but not simple laws. Only a Constitutional Amendment could address this deficiency of the Constitution itself. … jkulik919@gmail.com
