How do people that dumb become government officials in the first place? And how can the new chief dismiss charges? Charges are brought by the prosecutor, and are dismissed by the prosecutor or the judge. The chief doesn't have the authority to dismiss charges.

The chief here is off his rocker !! What was the need to call another unit for backup to cuff a man that has already completely cooperated with a previous arrest.
