And in both Iraq and Panama that the lack of distinguishing civilian people and infrastructures violates international laws (ones that are considered required regardless of adoption of the resolution and that the US signed). But highway 80 isn't. You aren't required to allow enemies to retreat. You are only required to accept surrender and Fleeing the field of battle doesn't require a cease of combat. Allowing retreat is neither legally required or tactically smart (fleeing soldiers can and likely will regroup, bringing equipment and man power back to the enemy). Also the civilian deaths there were allegedly quite small (to the point they were arguably collateral).
