Up until the end Cold War most of the population knew there was a chance of an all out nuclear war, many of us are amazed it didn't happen, Many close calls, accidents, crisis the most famous Cuban Missile Crisis that most people are aware of. IMHO the MAD policy worked to some extent but sheer luck is a big part of the equation. Also the opposing sides were at some level not wanting a nuclear war, in other words both sides being somewhat rational, the Ruskies were not crazed Islamic Jihadis with nukes. Can you imagine ISIS with nukes?
    Anyhow after the end of the Cold war the newer generations of young people became more ignorant of the nuclear situation and nuclear power plants became more of the focus of the populations attention.
    So now a many people are not tempering their demonizing of Putin and Russia, not to mention tensions with China, NK and Pakistan .India. Also UK Submariners are rumored to have very stark orders from PM Theresa May and then all the current tensions with the pull out of various medium range nuclear missiles treaty with Ruskies.
    I could go and on with all the various abyss we are standing on but if you want more check Paul Craig Roberts, Prof Steven Cohen for expert opinion served up in everyday English and not highly technical papers.

16. The US withdrew from the AMF treaty in 1972, unilaterally. And it has now withdrawn from the INF treaty. Intermediate Range nuclear tipped missiles are actually FAR more dangerous: the response time to make a decision regarding incoming missiles and what to do about them (including a possible false alarm or computer glitch) is about 5 minutes. Such missiles will hit their targets in 15 minutes flight time. In addition to this, the new Nuclear Posture of the United States regards the event of a cyber attack as grounds for a possible nuclear retaliatory strike. Our current so-called mini-nukes have far more destructive power than the atomic bombs dropped on Japan. Overall, the nuclear situation is as dangerous as it was during the height of the Cold War, and large scale military exercises pose a particular risk, due to misinterpretation of the other side. As far as I know, both the US and the Russian Federation are at the present time in 'launch on warning' mode. The bottom line is this: the actual citizens of the nations involved in these decision have no say-so in them and never have. We live in an incredibly dangerous time on this planet.

21. The USA has drafted nuclear war plans that include decapitation, counter force, and limited use (limited use calculated to not cause a Soviet/Russian retaliation with nuclear weapons). This may be why the USA also refuses to abandon its policy of first use of nuclear weapons and it retains the right to preemptive attacks with them.

    The official Soviet and now Russian policy is to never attack with nuclear weapons first. Their policy is so called launch on warning — when an attack is confirmed to be underway. Their law states they must be attacked before they can legally use their nukes. One exception exists in their law. A conventional attack that threatens their continued existence as a nation state like a massive invasion. The current Russian nuclear posture is primarily defensive in nature. The USSR and Russia have always implored the USA to follow suit and abandon their first strike policy, but the USA refuses.

    Both countries have several thousand warheads and can completely destroy each other within a few hours or less. We were lucky to survive the Cold War. We should not presume from this history that we can survive another one.

    Personally I think the European countries should get out of NATO so they do not make themselves targets due to being forward bases for US forces. They are capable of defending themselves collectively without the USA. Not being in NATO could also give them more foreign policy independence. I think NATO membership makes them less safe rather than more so (p.s. The EU has potential to be good for its members, but not in its current form where the EU hierarchy can undermine the sovereignty of its members. It needs to be either decentralized with its powers devolved, or it should be dissolved.)
