HRW is funded partly by George Soros in a huge 10 year grant and has been criticized for an American-centric bias. This is per Wikipedia, which itself is far from an unbiased source. I do not believe what is reported by HRW. What does Amnesty International say?

OPPOSED to Israeli occupation? It's an evil symbiosis—Israeli oppression makes the leaders of Hamas and PA rich; and their occasional dustups keep Bibi's fear machine going. Win-win for everyone but ordinary Palestinians.
Those Palestinians who abuse human rights of opponents etc, are playing into the hands of their sworn enemy, thus effectively shooting themselves in both feet by seriously & significantly diminishing global sympathy for their cause.
This is something to continue to follow up on by other journalists. Most importantly discussion with the Palestinian people and independent reporters on location need to have their voices heard in this claim. Now, often I am curious wondering how much Palestinian government and Hamas actually fight to help Palestinians or behave in ways to actually support Israeli authorities. That is a question to ask the Palestinian people. On Palestinian friend who finally escaped Gaza into a neighboring country make the same claims that both governments work against the Palestinian people.
HRW is a lousy source. You need to research other versions and not just parrot their propaganda.
So now Israel has to negotiate and find solution with TWO separate entities who they THEMSELVES can't negotiate with each other peaceably.
