Bodycam Video Shows Wanted Parolee in Shootout With Escondido Officers in California – Everything Law and Order Blog

Escondido, California — On Friday, November 3, 2023, at approximately 6:40 a.m., Escondido Police received a call stating that a male, identified as 48-year-old Douglas Quinn, was sleeping in a sleeping bag on the porch of a mobile home in the 2500 block of East Valley Parkway and he did not belong there. As officers responded, the call was updated to state that Quinn had now gotten up and was pushing a blue motorcycle through the mobile home complex. At approximately 6:50 a.m., two patrol officers from Escondido Police contacted Quinn matching the description from the radio call pushing a motorcycle inside the complex. They began speaking to him. During the contact, based on the information provided by Quinn, they learned he had a felony warrant for a parole violation out of Indiana.

As officers began to detain Quinn, he turned and began to run. He also began reaching into his waistband. Quinn then pulled a firearm from his waistband, pointed it across his body at the officers, and fired multiple rounds. Both of the officers fired multiple times at Quinn, striking him at least one time. Quinn fell on the ground next to some bushes. He then rolled over with the gun, again pointing it in the direction of officers, prompting one of them to fire several more rounds at him. Officers requested additional officers and resources and were able to move forward and take Quinn into custody. A firearm was located near him. Officers began rendering aid, including CPR, until Paramedics arrived and transported Quinn to a local hospital. Quinn was pronounced deceased at the hospital. No officers were injured or struck by gunfire during this incident.

  3. The intitial contact should have been much more assertive. The reach into the pocket for those smokes – AFTER he admitted to be a long prison term felon…. wow. He tested them and started calculating the move to the weapon. ‘Show me your hands!’ – now that we let it get this far out of control….

  4. It scares me how normal and gentle he seemed to be before the officers checked the warrant. You never know who you're talking to, i guess.

  5. 8:28 officer Ley causes a malfunction by limp wristing the gun. He then appears to go on without noticing until…. we don't know because he fails to tap/rack the g17 he has. Looks like he has an: extended mag, mailbox and magwell at least, all that fancy stuff won't matter if u can't keep that gun in the fight. Officer Ley: u need to visit the range.

  6. The cop doin all the talkin knew something wasnt right pretty quickly. If you noticed, he kinda walked around to the other side of the suspect as they were talking. I knew something was bout to go down

  7. 8:28 – that second officer got 1 shot off, limpwristed his gun into a failure to feed, and then never cleared the malfunction and stood there with an inoperative weapon the rest of the encounter, including while "covering" his partner's reload.
