As a civilian, I will always prefer the Sheriff to the Police. The Sheriff is held accountable to the people he represents, the Police are held accountable to the politicians in their city/district/state.

The Sheriff is the cheif law enforcement officer of the county. The office has authority over the entire County in which he was elected, whereas the Police Chief has limited authority within the City, which is located inside the boundaries of the County.The Sheriff has ultimate law enforcement authority in their county and is a constitutional officer. The office is the line of defense between the people and the government.
The Sheriff depending on the state the Sheriff outside of law enforcement has 120 or so mandatory responsibilities, these include the operation and security of the courts and the jail, court proceedings, processes and execution of court orders (serving documentsect).
The sheriff could also oversee animal control, other ancillary functions of public safety for the county and additional duties as assigned.
