We had a serial weenie wagger here for several years. He was very difficult to catch. He was finally caught under bizarre circumstances. He started out exactly as this fellow did—progressing from wagging to serial kidnapping of six women. Prosecution dragged out for some time ending with a "deal with the family" where he was committed to a mental hospital for several months. He left town after his release. Three years later he surfaced–again–having been identified by additional victims. Still—no arrest was made. Instead—behind the scenes he and his family were told to get out of town and don't come back. This was in the mid eighties—he remains gone as of now. I found out later his family was "old black money" in Louisiana and had no small amount of financial power. This was why all the foot dragging. He only did this when his wife became pregnant at which time she refused to have sex with him while she was pregnant. He would then began his weenie wagging until she would have sex with him again.
