Authorities in Grove City, Utah are still trying to find Quinntel Bagley, who is wanted for allegedly kidnapping his ex-girlfriend a second time, after escaping arrest the first time around. The US Marshals Service is offering a $5,000 reward for his capture. The fact that he wasn't shackle from around the waist to hands and ankles is crazy. The Palm Beach County Sheriff's department shackles all inmates whenever they are leaving the jail, they even shackle the inmates going to court and the hospital depending on their medical condition.

Wow. People in that state are incredibly bad at holding people captive. In all seriousness, though… How does anyone have a prisoner who is in handcuffs escape? Did nobody ever teach this cop how to use proper control? Seriously incompetent. Held properly, someone who has their hands cuffed behind them and who attempts to flee should cause the restraint pressure to increase, not release. Either the cop was negligent, or the department seriously needs a refresher in proper handcuffing and restraint techniques.
