This crap that police pull when someone goes a little way before stopping is getting old. Maybe the best approach is to just immediately stomp on the brakes and stop right in the middle of the road. That way there's a good chance the cop car will get assholed from behind by another car or run into the car they are trying to stop and have to explain the damage to the police car.
