Deputy Mike Sullivan of the Spokane Valley Police Department approaches a mysterious vehicle parked outside a motorhome. When Deputy Sullivan speaks to the driver, he immediately notices a white crystal substance on the driver’s pants. Further investigation leads to the discovery of a bag of illegal substances. The driver is arrested for possession of a controlled substance.

Drugs or not, Richard got harassed while sitting in a car quietly, told the truth, then got arrested for it. At Richard’s age change is unlikely, but at least, hopefully, he can find a place to sit and do his unhealthy habit in peace. I don’t see Richard going around causing trouble for anyone except himself. It’s his right to choose.
