you can drive in the U.S as an international if you have a valid permit.
but if you're a Canadian going into the u.s, you don't need a u.s permit or driver license. you can drive just based on your Canadian driver license for 6 months.

The you shouldn't drive "in America" if you don't know what police behind you with flashing lights means might show implicit bias in his character as with his other comments, it doesn't change the fact that it is a fact, not an opinion. If someone doesn't drive, then yes, they don't need to know that, even though it is common knowledge and common sense all around the world. However, if you "should" be driving in America
that is, if you are licensed to do so in America or anywhere else that America allows through treaties or other meansyou "should" [be required to] know that flashing lights on a cop car means pull over. This video is very revealing to me as Puertorican for many reasons but the main two reasons are:
1. In Puerto Rico all official cars travel all the time with the emergency lights on which i find stupid but they do. So if we move to the main land we don’t react to emergency lights of any car. That includes police cars, ambulances, fire trucks, etc. we react to the siren sounds.
2. Many Puertoricans do not masters the English language.

I’m an American living in Europe for 20 years, no longer have a US driving license. This is exactly the scenario I fear when visiting and driving in the US (especially in Florida!)
