This is crazy on many levels. However, IIRC, the criteria for a Terry stop is suspicion of potentially criminal activity, not suspicion of a specific crime, correct? To me, that suggests an investigatory detention (and the associated frisk for weapons) is probably lawful, even if handled quite unprofessionally.
