Ricky You're not a lawyer or constitutional scholar. The military is allowed to conduct training and readiness exercises in the nation. It doesn't mean that they didn't respond to a live threat in Los Angeles recently but it could be in anticipation of and event.
It is not illegal to conduct training exercises on US soil, whether that be United States government land or in downtown LA… how the hell would the US military train otherwise?? The Posse Comitatus act does not make it illegal to train on US soil, the law merely restricts the use of the military from carrying out domestic law enforcement or enforcing domestic policies. There was a slight amendment by President Obama back in 2011 to allow for the use of special operations units to conduct operations against terrorist threats, particularly al-Qeada/Taliban etc.
The DoD issued a press statement the day this training exercise began and it went for a week. There is nothing suspect here, just the military training in close quarter, MOUT operations. Not everything is a conspiracy, and the US military has been doing this kind of training on US soil for decades.
