This is a tactic the police used to stop a paper trail from being started with a complaint on a fellow blueline thug.
I used to have a coworker who was married to a police officer who was extremely abusive. One day when he was beating the crap out of her, she called the police. When they came, they did everything they could to protect him instead of helping her. The police protect each other.
