The Bonds person is responsible because the judge had specified who was supposed to fit the ankle monitor and that Bricen was not to be released after 04:00 PM if it had not been fitted but this was not adhered to.
Unfortunately the parents also went along with the new arrangements.
Whomever released him from jail/prison at the jail/prison was also negligent because they did not stick to what the judge had stipulated.
Bricen should never have been let out in the first place though.

Someone or some agency needs to be held accountable, but unfortunately I feel like justice won’t be served in that aspect. There never seems to be any accountability. It’s always pointing fingers in circles even though they all had a hand in the pot that contributed to this monster’s release to carry out his macabre intentions. So sad and I feel terrible for the family. Prayers for all and may Lauren rest in peace.
