Officer Brezik continues to pursue the driver; who eventually dumps the scooter and flees on foot. After a brief foot pursuit and later K-9 search, subject surrendered to Officer Brezik without further incident.

I think any lawyer worth a hoot could get the passenger's charge dropped. He's not the one that fled, he was just along for the ride.
You think they could at least train the stupid mutts to not bark incessantly for no reason even after the job is done. Disrupts the whole neighborhood. And they usually use shepherd or malinois dogs, which I know for a fact are smart enough deep down when trained properly to behave far better than these sad examples of misbehaving mongrels.
