Deputy Brandt Kessinger – Escambia County Sheriffs Office
Deputy Brandt Kessinger stops to speak with a subject walking down the street. The subject is cooperative but very suspicious and nervous. He agrees to the search of his person and nothing is found on him. After running his name Deputy Kessinger see’s that he has a warrant for burglary. He is handcuffed, but denies the warrant. As Kessinger is searching his pockets the suspect flees in handcuffs toward the back of a house. Kessinger and Deputy Carter catch him right as he tries leaping over a chain linked fence. The suspect is very adamant about talking to his wife and said that’s why he ran. Deputy Kessinger contacts the wife and she comes over to talk to the suspect about getting bailed out. He is arrested for the warrant and for resisting.

I looking at the narrative of this video and that did not happen. They cuffed him first and then i.d. him.
I hope that they were not stupid enough to air this if this guy did not have a warrant. Most attorneys would have a field day with this detainment.

I see the first problem with is stop is the handcuffing first. This is not the way how to start a CS by handcuffing. I would advise Brandt to improve his knowledge of basic Constitutional Law. You do not "talk" to people by handcuffing them, if I am handcuff then I am detained and you must have a reason to detain me Brandt. You can claim in your report that he was nervous but the handcuff are only prudent you had a valid investigation.
I understand the warrant but how he was resisting, so he ran away. It was a CS, he should have refused cuffs. Maybe some of you goons can educate me as we say on the streets.
It's funny because he could have just said no when they asked to search him.

When did walking down the street become a crime? Living in a high crime and drug area does not make one a criminal. Just curious what the reasonable articulate suspicion was to stop the guy? Have to say, he was pretty fast for a guy in cuffs.
