3. When the jail is full the cops are instructed not to arrest if possible or if the person has serious medical problems to avoid paying their medical bills. Cities are a business for profit and they don't want to be stuck with paying medical bills.

7. Officer discretion goes a long way. That officer clearly decided the woman was better off somewhere besides jail. I feel like the keys are in the commentary. Way to be on the spot Katman.

8. Why did the female officer not take the women’s bra out of the bag like everything else? She just kind of felt it and put it back in the bag. That’s unacceptable! Isn’t there a penal code for that Katman?

9. Just curious, why don't they arrest her on the warrant? Does Ventura not want to pay for the transfer back to them?
