Bodycam footage of the incident released last week shows a Northern Kentucky corrections officer David Nussbaum who he slammed an inmate Steven Jordan to the floor, leaving a large bloody gash on his head because the inmate had refused his orders to stop rummaging through his personal belongings.

An investigation after the incident showed that Nussbaum failed to call for backup once the situation got physical and that he used inappropriate force. His incident report also included inaccuracies, the investigation concluded.
Nussbaum said Jordan smacked his hand away, but the investigation showed that's not true. Nussbaum also incorrectly said Jordan "assumed an aggressive stance," "clenched his right fist" and "was defensively resistant and tried to pull away."
Nussbaum, who started working for the jail in 2008 and earns just under $40,000 a year, has been in trouble before. Over the years, he's been reprimanded for tardiness; for arguing with a police officer at the Covington FOP Lodge; and for interfering with a Dayton, Kentucky, police investigation that involved his brother.
In 2013, Nussbaum was suspended without pay for 10 days after a fist fight with another deputy.
In 2017, he was arrested in Florence for driving under the influence of alcohol. An evaluation from that same year notes he was "quick to go defensive and argue with others."
In June 2018, Nussbaum was given a written warning after he failed to turn on his body camera to record an incident with an inmate.

Sadly it happens all the time in KY jails! I support good police and correctional officers, but I don’t support bullies who abuse their authority!

Failed to provide assistance with inmate releases.
Failed to answer numerous phone and radio transmissions.
Failed to provide assistance to another deputy for inmate releases.

Not justifiable
Seems this officer needs to be fired and potentially charges filed against him. He doesn’t have the temperament for this job!

Cops and prison guards…. give them the badge and they all think they're kings of the world. They're all just criminals with immunity and privilege.
This reaction for a correctional officer while resisting is acceptable. Just slapping a piece of paper an officer is holding is technically giving them permission to use a taser.

He definitely deserved that. He was acting in a violent matter from the start. the officer had no choice but to defend himself from a life threatening situation. God bless him

The guard got a 30day suspension for this and was fired a year later for a host of insubordination and fist fighting other deputies.
Understand, jail/prison is not like the streets. As soon as you are non compliant, even just refusing an order, force can be used from pepper spray up to a pepperball/beanbag round. Not sure what the context in this case was but jail is ask/tell/make x100.
