Johnny. To answer your question about number of fire apparatus at the Panorama City call: It's a multiple part issue. First is the call resource balance is matched to that being a high-density multi-family dwelling complex among many other like apartment houses. (Lot's of potential adjacent fire exposure and victims). Next, the necessity for a LOT fire fighting impacting the 2-in-2-out rule OSHA safety mandate, which again increases number of needed firefighters. Next, The necessity for rehab secondary R&R so that firefighting is relieved by one-or-more rounds of fresh personnel to avoid dangerous exhaustion and declining effective firefighting by first on-scene crews. There are many more aspects too: Including specialized hazmat units, USAR, etc. etc. As the situation gets more serious the dispatch CAD automatically performs unit move-up actions for coverage from other parts of the city to balance the unit drawdown in the SFV due to that call and provide uniform coverage areawide & citywide. All of which get demobed as the situation subsides and units are then released. And YES, that was a VERY dangerous very fast on-red intersection busting by that Engine. NOT AN APPROVED PROTOCOL MANEUVER AT ALL!! Hope that improves understanding. Eric.
