25. I don't see the logic of calling it private property, 19:46 "It is owned by Maryland Transportation Authority". Ok, so how does a state run agency, become private? The state itself is owned by we the people, you know the general public. So if the state is owned by the public, then an agency of the state is owned by the public, and those that work for such agency are public employees. What part of any of that could possibly be mistaken as private?
