Transparency is just lip service from these agencies and departments. Otherwise they wouldn't have any problem with people recording them as well as body can footage that's either edited or disappears completely..and another way they are becoming more secretive is their radio broadcasts, all their broadcasts are now encrypted when they should b public record, this is how press agencies were able to get on the scene very quickly..but this radio broadcast encryption really tells me they are hiding many many thinhs
