He's in custody, which means the COPS are in complete control of who he can communicate with. The lady is free to shout at him through the window, and he is free to shout back at her, but the COPS can drive away with him at any time. They do not have to allow any communication with him.
Next, SGT SEMEN is a lying, intimidating asshole. Oh, yeah. I could have just said SGT SEMEN is a COP. Means the same thing.
Third, the other deputy (PATCH?) IS NOT a good COP. If he was, he would have said, "Now Sarge, you know that's not true. Recording COPS in the performance of their duties is a First Amendment protected right."
