Expect huge litigation costs down the road.

12. The vehicles should come with a sticker that states, “Surrounding a police vehicle and beating upon the Windows can be hazardous to your health” but I am afraid these poor folks might not be able to read if they stand in the middle of a busy street and block traffic without a permit?!?

28. Probably not something a cop should do but I always have a problem with people blocking the road like that. They are relying on the self restraint of the driver instead of worrying about the fact they are no match for a vehicle. They've got the natural order back to front.
