    10.52.010 – Registration—Required.

    No person shall operate on any street in the city any bicycle propelled wholly or in part by muscular power, unless such bicycle has first been registered and licensed as provided in this chapter.

    10.52.020 – Registration—Application requirements.

    Any person desiring to register a bicycle shall make application therefor in writing to the city clerk or the sheriff of the county, upon forms provided by that official. Such form shall show the name and address of the applicant, a description of the bicycle to be registered, including the name, serial number, if any, and color thereof, together with such other information or description as may be required.

    10.52.030 – Registration—Issuance of number and license.

    Upon receipt of any such application, said sheriff or city clerk shall register the bicycle in a permanent register and give such bicycle a registration number. When a bicycle is so registered, a registration certificate and a license shall be issued to the applicant. Both the registration certificate and license shall bear the registration number assigned.

    10.52.040 – License plate—Attachment required.

    A license plate which may be in the form of a decal shall be numbered and contain the letters "LACBL" and shall be attached to the frame of the bicycle for which issued. No person shall remove, mutilate, deface or destroy any such license or transfer any such license to any bicycle for which the same was not issued.

    10.52.050 – Transfer of registration.

    It shall be the duty of any person residing within the city who sells or transfers ownership of any such bicycle to report such sale or transfer by returning to said sheriff or city clerk the registration card issued to such person as licensee thereof, together with the name and address of the person to whom such bicycle was sold or transferred, and such report shall be made within five days of the date of such sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration therefor within five days of the date of such sale or transfer. No person shall refuse, fail or neglect to conform to any provision of this section.

    10.52.060 – Re-registration required when.

    If the license plate or decal is lost, stolen, or mutilated, the person owning such bicycle shall make an application to reregister such bicycle. The previous registration shall be canceled and the bicycle shall be re-registered in the permanent register and, if necessary, a new identifying number shall be given to such bicycle.

    10.52.070 – Term of license—Fees.

    A bicycle registration and license shall expire four years after the end of the thirty-first day of December of the year during which such registration and license first take effect. The applicant shall pay a fee of fifty cents for each new license issued or for each re-registration or for each transfer of registration.

    10.52.080 – Dealer's report and sale.

    Every auctioneer, auto wrecker, foundry, pawnbroker, secondhand dealer, junk dealer, or bicycle dealer shall notify the city clerk in writing on forms prescribed, not less often than once a week, of every bicycle received in the course of business by him since his last report. In such reports he shall describe each such bicycle received and give the license number thereof, if any. In addition, he shall supply such other information as the sheriff or city clerk shall require. Said dealer shall not sell, transfer, deliver, destroy or alter any such bicycle until fourteen days after its receipt has been reported to the city clerk.

    10.52.090 – Riding—Restrictions.

    No person shall ride, or park or leave a bicycle upon any sidewalk. The rider of a bicycle upon a roadway shall ride as nearly as practicable within five feet of the right-hand curb or edge of the roadway except when passing a standing vehicle or making a left-hand turn at an intersection.

    10.52.100 – Riding—On handlebars prohibited.

    No operator of any bicycle when upon the street shall carry any other person upon the bar, handle or tank of any such vehicle, and no person shall so ride upon any such vehicle.

    10.52.110 – Penalty for violation of Sections 10.52.010 through 10.52.080.

    The penalty for violation of Sections 10.52.010 through 10.52.080 shall be a five-dollar fine.

    “Bicycle”, for the purposes of this division, means any device upon which a person may ride, which is propelled by human power through a system of belts, chains, or gears having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.

    39001.

    (a) The department shall procure and distribute bicycle license indicia and registration forms to all counties and cities which have adopted a bicycle licensing ordinance or resolution. Those counties and cities shall issue the indicia and registration form to the owner of any new bicycle, and may, upon request of the owner, issue an indicia and registration form to the owner of any bicycle which complies with Section 39007.

    The department shall charge and collect a fee, not to exceed the cost of procuring and distributing the license indicia and registration form, for each bicycle license indicia and registration form issued. All fees collected pursuant to this section shall be deposited in the Motor Vehicle Account in the State Transportation Fund. Those fees are hereby continuously appropriated from the account for use by the department to defray costs to procure and distribute the bicycle license indicia and registration forms.

    (b) The director shall design the bicycle license indicia and registration form described in subdivision (a), and shall establish procedures for the distribution of the indicia and registration form to counties and cities. The indicia shall be adhesive, durable, flexible, and of a size to permit it to be affixed to the front of the seat tube of the bicycle frame. Each indicia shall bear a unique license number and shall be permanently assigned to a bicycle. Each registration form shall comply with Section 39005.

    (c) Bicycle licenses shall be renewed uniformly throughout the state on January 1 of the third year following the year of registration. Renewal of a bicycle license shall be indicated by a supplementary adhesive device affixed parallel to, and above or below, the indicia, with the expiration date showing.

    39002.

    (a) A city or county, which adopts a bicycle licensing ordinance or resolution, may provide in the ordinance or resolution that no resident shall operate any bicycle, as specified in the ordinance, on any street, road, highway, or other public property within the jurisdiction of the city or county, as the case may be, unless the bicycle is licensed in accordance with this division.

    (b) It is unlawful for any person to tamper with, destroy, mutilate, or alter any license indicia or registration form, or to remove, alter, or mutilate the serial number, or the identifying marks of a licensing agency’s identifying symbol, on any bicycle frame licensed under this division.
