13. I'd like to understand the logic of handcuffing a man who clearly is at a fall risk. It seems like the handcuffs significantly increase the risk of serious injury during a fall.

    A while ago, I suffered a spinal cord injury due to cancer. The injury impaired my ability to control my legs. Although surgery improved things significantly, during recovery, I wasn't allowed out of the hospital bed without a Gait Belt installed around my chest. That way, the nurses had a handle on me so they could be effective at preventing injury if I fell.

    Don't police have an obligation to provide effective protection to medically impaired people in their custody?
