I hate police but I hate car thieves more. I guess perfect outcome would be police helicopter crashing on top of thief.
To make it safer for officers, save on fuel in the long term, please, PLEASE, use drones with the same night-vision camera that could loiter around airborne for a long time above the perp. Have officers on stand by and when the perp has settled down & the drone has zeroed in on the perp’s location, that’s when the officers can make a move and box the perp in.
