The Phoenix Police Department released body cam, 911 call and information related to an officer-involved shooting (OIS) which occurred on February 11, 2022.
This incident occurred in the area of 54th Avenue and Elwood street at 2:10 a.m., when a 911 call was made and a man, later identified as 36-year-old Morris Jones, reported his wife had been shot by intruders during a robbery.
“It’s a gunshot wound. We had an intruder,” Morris told the 911 operator.
Officers would later discover Jones had shot and killed his ex-girlfriend, Shatifah Lobley inside the home.
At about 2:15 a.m., the first officer arrived at the house and approached Jones, who was standing in the threshold of the front doorway. Jones waved his arm repeatedly, motioning the officer to come inside while saying, “Come on, come on.” When the officer neared the front door, Jones raised a handgun that he had concealed by his side and shot the officer multiple times. The officer turned and ran down the street while notifying other officers he had been shot and needed help.
The next officer on scene arrived just as Jones shot the first officer. That second officer fired his duty weapon at Jones, striking him once as Jones went back into the house and closed the door.
Over the next few minutes, multiple officers arrived on scene and set up a perimeter around the house. At about 2:28 a.m., Jones went outside to a small fenced-in side-yard area and shot into the air, in the direction of the police helicopter overhead.
At about 2:32 a.m., Jones got into a vehicle in the garage, on the backside of the house. The garage door opened, and Jones tried to drive away. A police vehicle parked at the back of the house prevented Jones from leaving. Squealing could be heard from Jones’ vehicle as he drove into the police vehicle.
After the unsuccessful attempt to leave, Jones closed the garage door and went back inside the house.
At about 2:36 a.m., Lobley’s brother came out of the front door holding a baby. Officers did not know his involvement in the incident, so they instructed him to put the baby down and walk backwards toward the officers. He followed their directions and was detained.
As two officers placed handcuffs on Lobley’s brother, another group of officers moved toward the front of the house to rescue the baby. As the officers reached the front door, Jones shot multiple times, striking several officers.
Lobley’s brother and several other officers nearby were struck by bullet fragments that ricocheted off the ground.
During this round of shots, Jones was inside the house at the top of the stairs, which are directly inside the open front door.
At about 2:49 a.m., Morris again fired from inside the house. One officer returned fire.
Officers from the Special Assignments Unit (SAU) arrived on scene and developed a plan using armored vehicles and shields to rescue the baby. This occurred at about 3:30 a.m.
At about 3:39 a.m., Jones shot at and struck the armored vehicle while SAU officers were inside it, causing damage to one of the tires.
SAU negotiators had been talking with Jones over the phone to get him to come out of the house and surrender. Jones did not stay on the phone. The negotiators sent text messages and left voicemails as well.
SAU officers launched gas rounds into the house to encourage Jones to come out. When there was no response, the officers eventually entered the residence and located Jones inside, dead, from an apparent self-inflicted gunshot wound. They also located the adult female victim, Shatifah Lobley, dead from a gunshot wound.
Detectives later determined Jones used a handgun when he shot the officer who initially approached the front door.
Each subsequent volley of gunfire from Jones was with a rifle. Both weapons were located inside the home next to Jones’ body.

In 2004 he was sentenced to a three-year term on a stolen vehicle charge.
He was released in 2005 after one year. But he continued to bounce in and out of custody.
Court records show later in 2005, Jones fled from police during a raid on a house and officers said they saw him ditch a baggie of marijuana.
In 2006, police said he was the victim of a drive-by shooting but he refused to cooperate in the investigation.
Three times in 2006, Tulsa police said, Jones fled in vehicles from officers.
The first time, the car they were chasing slowed long enough for the passenger to get out. Police said the passenger was stopped with a baggie of cocaine and a gun. The passenger was a 12-year-old boy. He said Jones gave him the drugs and gun. Jones got away.
The second time, police said Jones jumped out of the vehicle he was driving. The passenger, another Hoover Crips member, told police Jones was carrying a silver semiautomatic handgun. Jones got away.
The third time Jones didn't get away, court records show.
Federal agents went to his apartment to execute a search warrant. They were looking for guns and drugs. They said he spotted them, took off running and drove off in a car. Tulsa police followed and called in a helicopter. Jones couldn’t outrun them.
Just before his arrest, officers said he ditched a loaded gun. They said he resisted arrest, so they pepper sprayed him.
Jones still had the empty holster on his waistband when they put handcuffs on him, court records show. Inside Jones’ apartment, agents found a .22 caliber revolver and bullets, lots of them, for various weapons.
Jones was charged as a felon in possession of a firearm. A Bureau of Alcohol, Tobacco, Firearms and Explosives agent said Jones agreed to be interviewed and right away proclaimed, “I’m guilty.â€
Jones told agents he was trading crack cocaine for guns, ATF Agent Josh Petree wrote in a 2006 affidavit.
“Before he was arrested he was on his way to purchase more ‘crack’ to sell with the $100 he had in his pocket,†Petree wrote.
“Jones further advised that he had obtained his nickname (Petey Gunn) from his grandfather when he was young and that he has always liked and had guns even though he knew he was a convicted felon and was not supposed to have them,†Petree wrote.
A grand jury indicted Jones in 2007. He first said he wanted to take the case to trial but later pleaded guilty. A judge gave him back-to-back sentences; 60 months on one charge, 20 months on anoth
Jones argued in 2008 that he got a raw deal and asked the court to set aside his convictions. His first appeal failed, and he tried again in 2009. He argued that under the law, he was "innocent of the crime he pled guilty to because the trading of drugs for a gun does not constitute 'use' of the gun."
The U.S. Court of Appeals disagreed. Jones served his sentence and was released on probation in 2014, but not for long.

Drugs kept getting him into trouble.
For two years Jones alternated between probation and prison because of his drug use. In 2016, a judge ordered him to prison for four years. Records show he was released in 2019.
In between prison stints, Jones fathered four children, now approximately 7, 9, 15 and 18 years old, court records show.
The Republic has reached out to Jones' family for comment but has not received a response.
It's unclear why Jones moved to Phoenix or exactly when. He was living here in 2020 when he was arrested on suspicion of transporting undocumented immigrants from Mexico into the United States.
Border Patrol agents stopped Jones and a woman in a Ford F-150 near San Simon in Cochise County, court records show. There were three passengers in the back seat who told agents they were from Mexico and Peru.
The woman told agents Jones had agreed to pick up the undocumented immigrants and take them to a prearranged location in Phoenix. Jones pleaded guilty to a conspiracy charge and was given a conditional release pending sentencing.
In July 2020, Jones asked the court for permission to travel to Tulsa for a birthday party. He wanted to celebrate there with his four children. A judge said OK.
A month later, Jones dodged prison. He was sentenced to 36 months' probation on the smuggling charge. He was free for less than a year.
In May, Jones tested positive for cocaine and was back in front of the judge. In September, Jones was sentenced to serve five months in prison followed by three years' probation.
It was not immediately clear when Jones was released. But it wasn't long before he picked up a gun again. For the last time.
A month later, Jones dodged prison. He was sentenced to 36 months' probation on the smuggling charge. He was free for less than a year.
Instructing the man to leave the baby at the front door was a dumb move.

No doubt, Chief Jeri Williams is the best, most well-rounded officer on Phoenix PD, outstanding in the Field Services and Investigation Divisions. Her elevation to Chief has noting to do with the circumstances of her birth, like race and gender.
She isn't a Supreme Court nominee, after all.

I wasn't expecting this at all. That baby was just days old, sitting squarely in the middle of repeated bouts of gunfire from both sides. I can usually focus on the bigger (horrific) picture that these shootings only exasperate, but jeezus. This one hit a nerve. Those officers involved have my sincere respect.
