19. In Russia the police wouldn't give him 10 seconds to contemplate about the meaning of life and then another 10 seconds to decide taking out his gun. If you will watch russian videos then you will notice that police shorten the distance immediately and catch them from all sides. There are probably reasons for this in both of the countries.
