Bodycam Footage of Police Shooting Amir Locke Armed With a Gun – Everything Law and Order Blog

Minneapolis, Minnesota — The Minnesota Bureau of Criminal Apprehension released additional police body-worn camera video of a police SWAT team officer who fatally shot 22-year-old Amir Locke while executing an early morning no-knock search warrant in a downtown apartment. On February 2, SWAT team members executed the no-knock warrant on behalf of St. Paul police at an apartment inside Bolero Flats in downtown Minneapolis. The warrant was in connection with the fatal shooting of Otis Elder in January, and identified the apartment as one of three in the building connected to a juvenile suspect who is Locke’s cousin.

But Locke himself wasn’t considered a suspect, wasn’t involved in the crime and wasn’t named in the search warrant applications. He was staying in the apartment of another cousin when police entered. He was in possession of a legally-owned handgun, which he had in his hand when officers approached the couch where he was sleeping. In the footage, Locke can be seen wrapped in a blanket in a dark apartment with the television on. Police unlock the door and enter, shouting “Police! Search Warrant!” Locke stirs under the blanket, moving from the couch cushions to the floor. A gun can be seen in his hand. Locke sat up and lifted a handgun before Officer Mark Hanneman shot him three times.

Officer Hanneman will not face charges in the shooting, prosecutors announced Wednesday. In a statement, Minnesota Attorney General Keith Ellison and Hennepin County Attorney Mike Freeman, who jointly reviewed the case, said there was “insufficient admissible evidence to file criminal charges.” They said they could not prove beyond a reasonable doubt that Officer Mark Hanneman, who fatally shot Locke, had violated the state’s use-of-deadly-force statute. Locke’s family has disputed that, arguing that the footage suggests Locke was startled awake and that he grabbed for a gun he was licensed to carry. Locke’s mother, Karen Wells, said she was disgusted by the decision.

  13. Policy may be flawed, but the officer did nothing wrong. There’s a difference that some people can’t seem to get a grip on. The officer did his job, legally, and an innocent person died. Place the blame where it belongs. Hanging out with wanted felons can put you in a dangerous situation. Dude wasn’t even there but his association with those that were got one of them killed.
