New Rochelle, NY — On July 3, 2023, at approximately 4:29 p.m., the New Rochelle Police Department responded to a local grocery store for a larceny complaint resulting in an officer involved shooting. Responding officers confronted 37-year-old Jerrel Garris, for allegedly stealing items from a local grocery store. Officers Kari Bird, Gabrielle Chavarry, and Detective Steven Conn of the New Rochelle Police Department approached Garris and while attempting to arrest him, Garris reached for an officer’s gun, which prompted Detective Conn to fire one round from his department issued firearm, subsequently striking Garris. No additional rounds were fired. Lifesaving techniques were employed by the officers and Garris was ultimately transported to Westchester Medical Center. Garris was pronounced dead on July 10, 2023.

According to Affiliated Police Associations of Westchester, Jarrell Garris had a lengthy criminal past and a history of mental health issues, including schizophrenia. At the time of his death, he was on felony probation for Attempted Arson in the Third Degree following his arrest for setting fire to a trash chute in a Municipal Housing Residence in New Rochelle. He was sentenced to probationary supervision for five years on November 9, 2022, with his probation supervision transferred to North Carolina. On the date of his death, he was an absconder from North Carolina, and was not authorized to be in New York; earlier that same day, he had broken into the home of a New Rochelle resident. Throughout his life, Jarrell Garris was subject to multiple arrests and convictions, including a 2007 felony conviction that resulted in a probationary term of five years.

That plea covered a number of additional crimes, which included resisting arrest and reckless endangerment. His 2022 plea to Attempted Arson covered a number of local charges in Mount Vernon and New Rochelle as well, including a second allegation of Attempted Arson in the Fifth Degree. Garris was a known user of dangerous and illegal drugs. In fact, he was admitted to Mount Vernon Hospital on July 1, 2023 – just two days before this shooting – after being observed self-mutilating himself in public. While detained, he acknowledged that he was under the influence of PCP. He was treated and released from Mount Vernon Hospital. In summary, Jarrell Garris had a long and troubled history of mental health and legal issues, which by and large, went unaddressed.

  1. This video proves once again that female officers do not belong on the street. As soon as they get involved in a physical altercation they prove that. She had to be told to deploy her taser? Can't think for herself? At least the shithead got what he deserved. Good thing the detective was there or there would have been at least one dead female officer.

  2. It's crazy that society (thanks to feminism) put that male officer in danger by letting female cop work as if they were as strong as men

  3. yet another prime example of why WOMEN SHOULD NOT BE COPS!!! they're a godamn liability to everyone around them and guess what happened…

A MAN NEEDED TO SAVE HER DUMB ASS before she and her partner would've taken the asphalt temperature challenge!

  4. They clearly planted the gun on him.

No peace, no justice. Take to the streets brothers and sisterw

  5. Uh oh! Stop the fight! We lost a shoe!! Lol, the bad guy had to decide which gun he wanted! Good thing that detective knew how to do some police stuff or it would not have ended good.

  6. You knew it was going to be a cluster-f..k when two female officers were in the middle of it. The guy ignored them and just started walking away

  7. I can hear the left response "you know, noone would've gotten shot if cops didn't have guns". What a stupid world we live in

  8. All I can say is those female officers, they are lucky the male officer was there. They had no chance. This why they should never partner 2 females together. Hate the truth.
    Nighty night to the perp.
