I haven't heard that phrase since a class I took in the early 70s. "Ask, tell, make". First word with a soft voice, totally non confrontational. Hesitate. No compliance move to second word. Drop the friendly and delivered as a command. Hesitate. No compliance jack em up. That style of policing would still work today. Better than what is typically used, which puts officers in danger. Do NOT let subjects run the show. Get the incident over with as quickly as possible. Thumbs up to the Sarge.
