A newly released dash-cam recording shows police officers repeatedly firing pepper balls at a man who apparently refused to cooperate following a pursuit in east Tulsa last week.

Officers arrested Derrick Dwayne Ross, 42, after he pulled into a QuikTrip store’s parking lot on 11th Street just west of the Mingo Valley Expressway on Feb. 11.

The pursuit started when Ross sped away from officers investigating reports of a suspicious vehicle near 23rd Street and 104th East Avenue, according to police. Ten minutes into the chase, Ross parked at the store after stop sticks flattened his tires.

In a recording released Tuesday, officers can be heard yelling for Ross to raise his hands out the window of the car, a Nissan Altima. The driver apparently ignores those commands, prompting officers to fire pepper balls, shattering the rear window.

Police then tell Ross to exit the car with his hands up. More pepper balls are fired when those commands are also ignored.

After several pepper-ball barrages, Ross exits the car. An officer who is off-screen tells him to put his hands in the air and walk backward away from the vehicle. Police fire another salvo of pepper balls when he appears to reach back into the car.

Officers with riot shields eventually charge Ross, taking him into custody. He was examined at the OSU Medical Center before being booked into the Tulsa Jail on complaints of eluding police, driving under the influence of drugs, possession of marijuana and resisting officers.

Ross has had numerous drug-related convictions in Tulsa County since the mid-1990s, according to the Oklahoma Department of Corrections.

  1. Nice! Good setup. Those pepper balls might have saved lives there. Tear gas and pepper spray/balls seem like a good tool to get people out of cars who refuse to get out. Just saying.

  2. You'd think that a cognitive deficit like this would preclude them from getting a driver's license to begin with. That's assuming he has a driver's license. And it's a cognitive deficit. Then again, look who the VP democrat candidate is. A trojan horse and a barrel of cognitive deficits. Of course in all these instances it could just be they just don't give AF.

  3. Pepper balls at 0:40 then skip to 4:34 if you want to see him finally get out of the car… or watch to just hear cops yell “get out, get out of the car, get out, driver get out of the car, get out….”
    6:30 for when they finally get to him or you can watch the officers say “put your hands up, keep them up, walk to my voice, walk to my voice, put your hands up, keep them up, walk to my voice, walk to my voice”

  4. The guy was clearly not coherent mentally – whether by drugs or alcohol . . . he was having a difficult time processing what he was asked to do. Police were right in repeating the directions over and over.

  5. It's hard to comply when your breathing and sight are impaired by pepperballs. Once he had his hands up and was surrendering at the back of the car, there was no need for more pepper.

  6. This is exactly a Bull Shit Arrest. A Group of IDIOTS in Uniform Not trained at all. You can visibly see that the suspect was in need of medication or suffering from some sort of illness. Police are to Serve and Protect. YOU IDIOT !

  7. There's a great invention called q-tips. Use them to clean the wax out of your ears so you can listen better.
