I could accurately describe the perp before I watched it.
he's 100% right. dude in the red shirt didn't interact with the cops at all besides standing up and holding his hands up. hell even when the cop was approaching his hands were already up trying to signal to everyone he isn't trying to fight.
those cops were 100% wrong about everything they were saying about him besides when he stood up when 5 cops were on him and then tazed him while his hands were clearly in the air

Watch the first fight scene again. The perp really didn't resist at all. Cop slammed him from behind, stood him up, slammed him again, stood him up, tazed him, then slammed him again.
wth that guy in the pink had his hands up before the first cop even touched him and then he wound up getting his head smashed onto the pavement twice and tazed 2x.
idk what was happening but when you have 5 guys on you after you already had your hands up and strangled from behind, i'm not surprised he responded the way he did.
in fact both times he put his hands up he was smashed onto the ground
