He was obviously trying to use the table to shield from the less lethal rounds, which it would have. It wouldn't be totally unreasonable to think this was a bad shoot, but from an officers standpoint, they didn't know if he had a gun or not, the concealment from the table could've given him an opportunity to draw a gun unnoticed if he had one, so they took no chances.
