A police officer has the right to detain someone for safety and if you do not resist or cause a problem and they have all the proof that they have no reason to hold you and you are innocent then they let you go. If they come to you and all you do is resist they have all the rights to wrestle you until you, the officers, and the crowed/block is safe.
