Pasco Man Blows a Fuse in Response to Citation – Everything Law and Order Blog

The Revised Code of Washington is the compilation of all permanent laws now in force in Washington State. It is a collection of Session Laws (enacted by the Legislature and signed by the Governor, or enacted via the initiative process), arranged by topic, with amendments added and repealed laws removed. The Revised Code is what the officer is referring to with the term “RCWs.”

And the officer appears to be correct. In fact, it looks like there are at least two possible violations at play. RCW 16.52.080 states that “any person who willfully transports or confines or causes to be transported or confined any domestic animal or animals in a manner, posture, or confinement that will jeopardize the safety of the animal or the public shall be guilty of a misdemeanor.”

Offering far less wiggle room, RCW 46.61.660 forbids “carrying persons or animals on outside part of vehicle.”

Specifically:

“It shall be unlawful for any person to transport any living animal on the running board, fenders, hood, or other outside part of any vehicle unless suitable harness, cage or enclosure be provided and so attached as to protect such animal from falling or being thrown therefrom. It shall be unlawful for any person to transport any persons upon the running board, fenders, hood or other outside part of any vehicle, except that this provision shall not apply to authorized emergency vehicles or to solid waste collection vehicles that are engaged in collecting solid waste or recyclables on route at speeds of twenty miles per hour or less.”

Tangent: while researching the above information I came across RCW 46.61.665, which may come as a surprise to some. In the State of Washington it is apparently a crime to “embrac[e] another while driving.”

Specifically:

“It shall be unlawful for any person to operate a motor vehicle upon the highways of this state when such person has in his or her embrace another person which prevents the free and unhampered operation of such vehicle. Operation of a motor vehicle in violation of this section is prima facie evidence of reckless driving.”

  1. Wow that 2nd stop went so much better than the first because the cop wasn’t some robocop dick. The 1st cop was power tripping so hard the whole time.

  2. All that over a dog. They put thousands of dogs down everyday. The dog isn’t worth the air they used up with all the yelling.

  6. That cop had no legal right to pull him over , even if he seen him earlier once they lose sight of him they lose the legal right to stop him

  7. I had to check before I could finish watching. The lead in said "Pasco man" whew at least eh POS is in Pasco Washington, I live in Pasco County, Florida. That's about far enough.

  8. I love my dog more than this guy loves his dog. My dog rides in the front of truck next to me…….my husband rides in the bed on tool box. 😉

  9. I knew a guy years ago he drove a Porsche, had 2 small furry dogs that use to like hanging out window. So, yea one day one fell out on freeway and left his sibling alone. I was so angry when he told me that cuz he was still letting other hang out, window was alot higher. But, dummy didn't learn his lesson.

  10. I’m a dog owner and I’d never put my dog at risk like that. Who in their right minds would put an animal’s life at risk like that?!

  11. Play stupid games win stupid prizes. Also, I used to live on Pasco Co. Those Sherrifs take enough crap and now the Sovidiots must be making their lives hell. I'm glad this cop didn't let him prolong his shenanigans.
