1. I am always scared when a cop talks to me. They can say anything and make it stick. I am honestly scared when I see police and rather leave areas they are in.

That was NOT attempted 'ramming', it was him trying to make impossible for the cop car: to do a PIT maneuver on him, which requires getting alongside the rear of his car so that he consequently can push its hind wheels out of alignment. It works only on rear-wheel-powered cars that are not too heavy and the car must be moving forward.
