The following excerpts are from various supervisor review and disciplinary records relating to this pursuit:

“Sgt. Elvis Mull, Cpl. Brandon Love, and Trp. Brandon Dotson engaged in a vehicle pursuit on the morning of April 23, 2019. The suspect involved had fled from Troop K units earlier that morning. Troop K attempted a successful PIT maneuver, but the suspect was able to regain control of his vehicle … Troop K unit lost contact.”

“There were multiple opportunities to bring the pursuit to a conclusion after PIT maneuvers had been utilized, or in at least one instance where the suspect lost control and left the roadway. If Dotson or Love had followed through with “pinning” the suspect vehicle in manner consistent with their training…”

“This collision caused significant injuries of the other motorist.”

“At some point, Dotson and Love should have realized that the need to apprehend the suspect was out of balance with the risk posed to the public.

“Sgt. Mull has a great deal of experience with situations like this, but should have considered that the primary unit (Dotson) has less than one year of experience on the road, and has already had a previous Letter of Warning for not using good judgement in a similar situation. I know and understand that supervisors are hesitant to terminate pursuits, and want to trust the Troopers involved to make good decisions. All factors considered, I feel that Sgt. Mull should have ordered the pursuit terminated. I believe that not ordering the termination was also failure to use due regard, and violated ASP Policy, LE Section 13, Vehicle Pursuits.”

“Sgt. Mull’s assessment of this pursuit and the actions of Dotson and Love were not consistent with the expectations of an ASP supervisor.”

“Trp. Dotson attempted to PIT/Ram the fleeing vehicle numerous times. Most of these attempts were more of a ramming technique to the rear corner while the vehicle was in a turn. As the pursuit continued, Trp. Dotson’s vehicle became disabled due to going airborne at a cross-street.”

“I have reviewed the videos of all three troopers involved. There are obviously things that need to be addressed in some manner.”

“Trp. Dotson reached a high speed of 112mph.”

“I don’t know how clear it was to Trp. Dotson as to how dangerous it was to cross that intersection at that speed.”

“Trp. Dotson did some good things while driving and did slow at several intersections; however, there were several times he was out of control and was driving, at times, at some high speeds on city streets. These areas were residential, business, by a College and into a school zone just before he turned right onto Park. My biggest concern with Trp. Dotson is a pattern of driving that has been identified. This is not the first time his driving habits have been of concern. He has been counseled and provided with a written warning. He has not been out of troop school very long and there have been previous issues with his driving.”

“Sgt. Mull couldn’t stop his vehicle, due to what he said was hot brakes. Sgt. Mull struck the rear of the suspect vehicle with the front of his unit. Sgt. Mull had not been driving near as hard as the other two so don’t know why his brakes were so hot.”

“When reviewing the pursuit packet, I noticed Sgt. Mull did not mention any concerns about the driving of Trp. Dotson. He mentioned Trp. Dotson’s top speed of 112 mph and that Trp. Dotson was able to maintain control of his unit while negotiating city streets. I do not agree with this statement (maintaining control). At one point, both units lost control making the same turn.”

“He and I had a discussion the other day, prior to my seeing the videos, making sure he knows that at times we have to terminate pursuits. In this case, it turned out the suspect had been identified and we were pursuing on city streets.”

“When Trp. Dotson moved from midnights to Sgt. Mull’s post, I reminded Sgt. Mull to monitor some things with him and his driving habits were one of those things. He also was cc’d on the letter of warning provided to Trp. Dotson.”

“I am curious/concerned why Sgt. Mull did not have any concerns about the driving, especially of Trp. Dotson.”

    Great example of by standers getting hurt because of a forced HIGH Chase.

  2. They had plenty of chances of stopping that car and they didn't. Im only 4mins in and i already seen 3 different times they easy could have stopped him with minimal damage. SMH!

  3. I'm not an expert @all in police pusuits, but after watching this video, my opinions are;
    Not too much fault twds the troopers!, other than; when the trooper in the white car stopped the burgundy car head on&shouted "don't you dare!", he could've yelled on the microphone to get out if car now!,as the trooper held a gun up twds the runaway car's window, or got out w/a gun in one hand& his police bat to break the window, or a gun in one hand& tazer in other!,Also, once the burgundy car stared backing up, tbat trooper cld've stepped out to shoot tires or shot his window&killed him b4 he killed someone else!
    Other troopers seemed to do fine.(altho,I only saw the trooper driving the black suv once or twice,& not close enuf to block in the runaway vehichle. One thing the troopers cldve done greatly reduce this high speed chase causing the accident@ this intersection, is to back off of their spped, in hopes the suspect wld slow down.However, the troopers cldve lost the jackass high speed driver,& he might have killed someone on a different road. Glad Im not a police-trooper-
    -seargant!! & a
    concern of mine is why did ppl drag the injured man out of vehichle?? Was his truck on fire?? But again, these are just my opinions of observing video once!

  4. What a load of political BS on the suspension from the complaint, all of them should have been commended for risking their lives for catching the slim that hit the white truck. The criminal is 100 percent at blame for the entire pursuit.

  7. Unfortunately that was extremely irresponsible of the police continue to chase in city streets like that they should have backed off and send up a helicopter they had his plates already they ingest in danger Too Many Lives

  10. I love seeing these kinds of chases, believe it or not ive actually fled from the police and got away 3 times. Had a 91 mazda with only a cold air intake and cat delete. Regular police chargers and tauruses are easy to evade, just gotta watch out for those SUVs those things are quick

  11. There was a City Squad that probably didn't want to get involved in the chase at the intersection of the crash. You can see it stopped on this side of the intersection. Had he or she backed up a few feet the very least they could have done was shut down cross traffic at the intersection.

All on the boys in blue…hell they became a bigger danger than the suspect. …blowing thru lights,stop sign,hitting parking cars..jumping hills,skidding. .damm…unconcerned about anybody kids,old people, innocent citizens out ….People shouldn't be at risk or have their lives changed because of clowns on both sides. ..

  13. 09:59 Is the trooper calling the suspect or the other troopers idiots? They were all driving like ones. 95 mph down residential streets. For what? They already knew who he was and where he lived. This is the problem with super troopers who think they own the highway. All 3 of these idiots should be fired. What a coverup. One day suspension. Lmao!
