At nine minutes after midnight on November 29, 2017, San Diego Police Department Officers Jarrel Davis and Joseph Propati located a vehicle parked on Ciotas Way. in the Kearney Mesa Recreation area located at 3170 Armstrong Street. The park was closed at that hour and no cars should have been present. The car, a four-door 2009 Acura TSX, bore paper license plates and had two occupants. The occupants were later identified as Jason Santana, driver, and Marco Huerta, passenger. Officers initiated contact with the occupants to conduct a field interview.

Following a brief conversation with the officers, during which the officers learned the vehicle was stolen, the driver, Santana, backed the vehicle up in the direction of Officer Davis before turning and exiting in the parking lot. Officer Davis, was struck in the back and stumbled, catching his footing right before falling. Davis stated that he feared he was about to be run over, and fired one shot through the front driver-side window of the vehicle. That shot resulted in a through-and-through wound to Santana’s left biceps.

The subsequent pursuit ended with a traffic collision between the suspects’ vehicle and a parked car in front of 3935 Marlesta Drive. After a brief foot pursuit, Officer Propati detained Santana near the side gate of the residence. When Santana was arrested, a loaded Rigarmi semi-automatic pistol, model 1953 and chambered in 25 Auto caliber, was found in his pocket. The firearm had not been identifiably reported as stolen, however it had been manufactured prior to the marking and record-keeping requirements of the Gun Control Act of 1968.

Santana was transported to Sharp Memorial Hospital for treatment of the gunshot wound to his left arm. Santana was released from the hospital and was questioned by detectives. He was then booked into the San Diego County Jail.

Santana and Huerta are documented and self-admitted members of the ‘Westside Luni Mobb’ criminal street gang. The San Diego District Attorney reviewed the evidence in this case and cleared Officer Davis of liability.

  1. This is a great example of how video can be deceiving.

    Speaking only to the facts of whether the car struck Officer Davis: Jarrel Davis can be clearly seen on video (a) getting hit by the car door as the driver reverses, (b) stumbling, and then (c) catching himself – which was exactly as he testified. That sequence is hard to spot if you are not specifically looking for it. The events happen very quickly, and they are best seen at the dark edge of the frame, as significant – and significantly brighter – action takes place elsewhere. I didn’t see it either until I read the reports and went back to look, but you can do the same, and if you are not blind to reality I believe you will see it too.

    Davis’s gun is drawn at 10:18. The car is moving in reverse at 10:19 — at ~10:19 +22 frames the door frame is clearly seen advancing toward the officer, and it hits him at ~25 frames. You can see Officer Davis stumbling (from being struck) better at full speed now that you know where to begin looking for it — i.e. after the door hits him.

    You are entitled to whatever opinion you want to hold about the propriety of this shooting. But you are simply wrong if you assert that the video doesn’t support Davis’s story that he was hit by the car.

  2. This is a justified shooting but he should be disciplined since his partner was way too close in his field of fire. Just saying. My opinion.

  4. These people allllwayys wanna argue when a cop is telling them to get on the ground or get down or shut up. They always wanna have court right then and there. You wanna stop getting shot by cops??? Do what they say on the street and fight it in court. It’s all on video right?? So why argue with ANY man that has a gun pointed at you?? Are you daring them to shoot?? If you don’t comply with the cops in the street then you deserve what you get.

  5. The passenger wasn't responsible for the drivers actions. Technically he was kidnapped etc
    The officer anger didn't help the situation at all. Supposed to be a professional 🤔😒 and not threatening to kill someone with a gun.
    Just by the officer composure, I can understand passenger frustration

  6. My husband has been with SDPD for 29 years… only TWO years until “we” ( and I do mean “we” as an LEO wife, I’ve earned every grey hair right along w/ him LOL).
    On a serious note, scenes like this happen on the daily and we have buried more “SD family in blue” than I care to remember. SDPD is world class as you can see by the work done by these officers! This scene could have easily turned deadly on both sides! It’s clear that the officer’s extensive training and experience allowed all to walk away with minor injuries! Bravo 💙🚓💙 to our family in blue! Well done!

  8. LEOs have a tough dangerous job and most my respect. One of these, however, sounded as gangster as the criminal he was arresting. Clean up the street language officer and a bit more professionalism.

  9. The fat one accidentally ratted on his boy. The cop misunderstood what he said because people always blaming the cops! He said “I wasn’t the one that shot you”. He literally thought his boy shot the cops. There was no way homeboy was going to run. That man barely fit in the seat. Hefty, hefty, hefty 🤣
