Tazers are garbage. Even with a good connection they don't work all that often. They're really over-hyped. If only they worked as well as the media makes it seem :(. Also, with his distance I doubt the spread was very much.

The officer fired from too close. Police taser cartridges are designed for longer range than civilian cartridges, thus their prongs spread less at any given distance. Narrower the spread of the prongs, the less the effect.
I'm guessing one, or both of the probes did not hit. If one misses, it won't complete the circuit, therefore, he won't feel it. The electrical arc goes between the two probes. If one hits, guess what. It can't arc, and NO TASE
